Getting around Ashgabat is not that hard since there are a couple of ways to do it. You just have to choose the way that suits you the most and go with it.
There are two kinds of taxis that you can use. The unofficial taxis can be hailed by holding out your arm at a downward angle with two fingers extended. When a car stops tell the driver where you are going. If he nods you can get in, if not wait for another car. This is a very commonly used means of transport and it is pretty safe.
The other kind is official taxis. You can notice then by a certificate in the doorway or on the rear of the dash. Make sure that the driver uses a meter instead of negotiating for a price.
Renting a car in Ashgabat can be a quite difficult process since there is too much paperwork. But, if you manage to do it driving is pretty convenient is easy. But, make sure that you really need a car, because it is unlikely that you will use it very much (except if it is necessary for you) since the area is pretty undrivable.
There are some parts of the city that cab ne accessed by foot. This is probably a great option since you will see a lot of sights that you would miss if you use a car. Just make sure that you keep safe, especially at night. It would be convenient if you had a partner with you at all times.
